| End the right to
buy and replace it with a right to sell was one of the
controversial suggestions proposed by Allan Grant.
The audience were treated to a whirlwind of ideas in
a highly informative session discussing possible approaches
to reduce housing lists. Allan demanded that greater
innovation be adopted whilst assessing individuals housing
need. Delegates were told of the unique approach that
Langstane are adopting to either free up social rented
stock or help individuals pursue other housing options.
One such scheme on offer by Langstane is an incentive
for existing secure tenants of £30,000 to assist
in the purchase of a home in the open market. This works
similar to homestake, with the equity being retained
by Langstane as a share of the property.
An illustration of current events and policies in England
was covered by Lisa Barker. Lisa championed the work
of local authorities who are beginning to ‘think
outside of the box’ and ask applicants ‘what
would you like us to do for you’ rather than just
processing them through traditional routes. This has
enabled local authorities to ensure the full housing
options of applicants have been explored.
Lisa challenged the sector to be more proactive and
to promote a better use of housing stock rather than
merely aiming to fulfil statutory requirements. Lisa
highlighted a working example in Croydon where tenants
of under occupied properties are being paid £6,000
per extra room to free up the let for an applicant in
greater need. This scheme is also supported through
providing tenants assistance in relocating.
